I am very pleased to attend the 7th International Corporate Social Responsibility Forum on Enterprises’ Social Responsibility in China (CSR), and. On behalf of the Ministry of Commerce, I would like to express my warm congratulations congratulate to on the convening of the forum on behalf of the Ministry of Commerce. In the world today,At present, enterprises have attachinged much importance to and are practicinghonoring corporate social responsibility, which is not only the objective requirements ofnecessary for their own development, but is also an important symbol sign of progress of a national and social civilization and progress. Today, it is of great practical significance for China News Agency to host theorganizes this forum to have an in-depth discussion on enterprises’ corporate social responsibility with the theme of “Changing as the Start: Reconsideration and Reconstruction of Responsibility”. This is highly relevant.

As an old Chinese saying goes, “Benefiting the nation and the people is most important for business”. China's business community has always been well-known for their courtesy and honesty, and for their helping those in distress and in difficulties, and for their readinessy to stand out for justicepublic good. There have been many beautiful stories from ancient times to modern day., and many stories have been going around since ancient times. Since the reform and opening up, along with the deepening ofas the market oriented economic reform deepens, Chinese enterprises have achieved considerable notable progress in following market rules, undertaking social responsibilitiesy and contributing to public welfare., hHowever, there also exists behaviors that are in contrary to corporate social responsibilitiesy, such as harming customer interests, making and selling counterfeit goods, lack of creditdishonesty and and commercial fraud, disturbing market order and IPR infringement, moral anomie decadence and problems in food safety.

MOFCOM attaches great importance to works on enterprises to fulfill their social responsibilitiesCSR, and has in recent years been providing policy guidance and behavior monitoring, and promoting industry self-discipline and related services to foster an enabling environment for CSR. The concrete measures include the following: in order to create an environment for enterprises to fulfill their social responsibilities, MOFCOM has taken the following measures from the four aspects of policy guidance, behavior supervision, industry self-regulation and services promotion:

Fourth, enhance the social service function of commodity circulationdistribution., Sstrengthen public welfare services including direct purchase from farms by supermarketsfarm-supermarket chain program and community weekend vegetable bazaar, and promote market prosperity. Therefore, MOFCOM will keep working with relevant departments and industrial organizations in the following six areas:

It is necessary to guide make enterprises to fully realize the hazards of have a deep understanding of the unethical behaviors such as forgetting honor at the prospect of profits, or harming the interests of consumers.
