Speech of Mr. Jiang Zengwei at the Unveiling Ceremony of Shanghai Service Center for Reporting and Complaining IPR Violations

Good Afternoon!

Shanghai Service Center for Reporting and Complaining IPR Violations formally sets up today through considerate preparation to carry out the requirement of the Central Committee of CPC and the State Council on expediting the establishment and formation of IPR protection system, which completely indicates the great attention of Shanghai Municipal Committee and Government on work of IPR protection. I would like, on behalf of the State Office of Intellectual Property Protection and National Office of Rectification and Standardization of Market Economic Order, to extend may warm congratulation to the open and test operation of the Service Center.

Core competitiveness of courtiers all over the world are mainly manifested in the capacity of fostering, allocation, control and adjustment of intelligent resources and achievements, the ownership and application capacity of IPR. Strengthening IPR protection has become the inevitable choice of all countries to develop science, technology and economy and to enhance the national competitiveness. To reinforce IPR system construction and improve the creation, management, protection and application capacity of IPR are the urgent needs of China to intensify the ability of self-initiated innovation, to enhance national competitiveness and participate the international competition, to improve socialist market economic system, to regulate the market economic order and build up a credible society, to respond to international IPR disputes, to expand the opening-up and realize mutual benefit and win-win.

The Central Committee of CPC and the State Council attach much importance to the work of IPR protection. The State Council drew up and issued the China's Action Plan on IPR Protection 2006, asking for over 50 cities in China to build up comprehensive service centers for reporting and complaining IPR violations, which was an important arrangement for further enhancement of IPR work under new situation. To set up such center is an significant content in new situation to perfect the system of IPR Protection, can smoothen the channels of social supervision, construct the supervision mechanism to prevent and treat with infringements together to form a working network with cooperation among departments and regions nationwide, and indicates the decision of China to enhance IPR protection and build an innovative country. Vice Premier Wu Yi was concerned about the construction of the centers nationwide, and put forward specific requirements on the location and functions.

Shanghai put the IPR protection into the whole process of enhancing the capacity of its self-initiated innovation and speeding up economic development to push forward in an all round way to construct and form gradually a leading system, a law and regulation system and a publication and education system, the city has bas a favorable foundation in IPR protection. On the other hand, IPR protection work in Shanghai is a window to the outside for the national IPR protection, and the key point concerned about by foreign countries. I hope that the Center could start from the overall situation of national economic and social development, focus the goal of developing Shanghai as a famous international city to strengthen the construction of working mechanism of cases reception, timely transfer, following-up, supervision and urge, handling feedback and summarizing, to play the role of serving people, relative department and government's decisions in accordance with the realities. I also hope that relative departments, all sectors and news media of Shanhai could pay more attention to and greatly support the work of the Center to make Shanghai walk ahead in national IPR protection work.
