On November 12, the Ministry of Commerce held the National Conference on Commercial Logistics (hereinafter referred to as the “Conference”). The subject of the Conference is to convey the spirit of the Symposium of Logistics in Some Cities held by Wang Yang, Vice Premieron October 25 and to study and deploy the work of commercial logistics for the next stage. Mr. Jiang Zengwei,Vice Minister of Commerce of PRC, attendedand addressed the Conference, while Assistant Minister Wang Bingnan attended the Conference.

Jiang Zengwei said that the important instruction of Vice Premier Wang Yang showed a clear direction and explicit requirements for the work of commercial logistics in the forthcoming period. The instruction shall be well conveyed and studiedwithin the system as a breakthrough of the development of domestic trade. He pointed out six major aspects to facilitate commercial logistics. Firstly, strengthen the standardization of logistics. Carry out researches on how to establish a system for commercial logistics standards, speed up to formulate the standards, strengthen the application and promotion of the standards and study the establishment of standardized pallet pooling system, which could be carried out in advance in favorable places, and formulate policies which could guide the enterprises in accelerating the application of standards according to local realities. Meanwhile, actively propagandize and popularize the standards. Secondly, improve the informatization of logistics. Strengthen the establishment of governmental platform of shared information, accelerate the informationexploration and integration of departments relating to logistics and open to the society to satisfy enterprises demands for government information on logistics; support the establishment of socialized logistics information platform, and encourage the matchmaking of the inter-enterprise, inter-industry and inter-city logistics information platforms through various means such as providing information services, promoting unification of standards, and providing financial support. Thirdly, encourage the development of specialized and socialized logistics. Support the transformation and upgrade of traditional enterprises engaging in storage and transportation of business materials to specialized and sizable modern logistics distribution centers. Guide industrial and commercial enterprises in changing their traditional operation model of “large size with all-inclusive operations or small size with all-inclusive operations”, deepen and refine the specialization and division of work, and separate major and subsidiaryoperations topromote marketization and socialization of logistics sector.Encourage the development of third-party logistics, which could embed logistics service to the purchasing, production, sales and after-sale services of manufacturing enterprises, and which possess the capability of supply chain integration.Encourage the development of e-commerce logistics which combine on-line and off-line logistics relying on e-commerce platforms.Encourage the development of agricultural product logistics toform various connecting mode of production and sales like farmer-wholesale market connection, farmer-supermarket connection and direct supply and direct selling. Fourthly, actively solve the problems that restrain the development of urban distribution. Optimize the network layout of city distribution, strengthen the support to urban logistics distribution centers and terminal outlet construction, solve the distribution problem of the “last kilometer”, and develop various ways of distribution to improve environments for the development of urban logistics distribution. Fifthly, guide the industry to standardized development. Accelerate the establishment of business credit system, strengthen the integration and disclosure of credit information, establish and improve a stimulation and punishment mechanism, increase the cost of discredit to guide the activities of market entities.Make full use of the leading role of commercial departments on standardizing market order and breaking regional blockades and trade monopoly, strengthen planning and coordination, and severely crack down unfair competition and illegal business operation. Sixthly, implement supporting policies.

Wang Bingnan conveyed the important speech of Vice Premier Wang Yang at the Symposium of Logistics in Some Cities and his recent series of instructions on logistics work. Representatives from competent commercial departments of Beijing, Shanghai, Liaoning, Guangzhou and Guiyang, and representatives from enterprises like PG Logistics and Shanghai Overland Cargo have exchanged their experience at the Conference.

Principals of competent commercial departments of provinces (autonomous regions and municipalities directly under the Central Government), cities specifically designated in the state plan, the Xinjiang Production and Construction Corps and 22 joint distribution pilot cities, representatives of some enterprises and comrades from related departments and bureaus of the Ministry of Commerce and the Ministry of Finance attended the Conference.
