Good morning!
At the closure of the great 17th CPC National Congress, China People University held the Symposium on the 20th Anniversary of Higher Education on Intellectual Property in China, which is a major event for China’s intellectual property education. On behalf of the State Office of Intellectual Property Protection and the Ministry of Commerce, I would like to express our sincere congratulations to the opening of the symposium.
With the development of economic globalization and innovation of technology, intellectual property system plays an increasingly important role as a basic law system, which encourages and protects innovation, and boosts social economic development. Many countries have attached great importance to intellectual property rights protection.
The CPC Central Committee and State Council pay special attention to IPR protection. In 2004, State Council set up the National Office of Intellectual Property Protection, which has organized a special intellectual property rights protection campaign and strengthened intellectual property education and training. It makes and releases annual activity plan for IPR protection. Last year, it set up 50 intellectual property complaint service centers, and opened the national 12312 service hotline, which provides consulting service on complaints about intellectual property infringement.
President Hu Jintao put forward “implementing intellectual property strategy” in his report at the 17th CPC National Congress. The key of implementing intellectual property strategy is to strengthen training and cultivation of special intellectual property personnel as well as elite of science and technology innovation and administration, and to raise public awareness of intellectual property rights to boost the innovation and development of China’s independent intellectual property.
Developed countries like the U.S., Germany and the U.K. have attached great importance to intellectual property education, and have intellectual property class in their universities. Over the past 20 years, China’s intellectual property higher education has trained many specialists, but it still needs to develop along with the times. In the era of knowledge-based economy, we need to pay attention to the following issues in developing intellectual property higher education in China:
1. To strengthen professional intellectual property education and to bring on a group of specialists in intellectual property, particularly in intellectual property strategic management, legislation, justice, law enforcement, service, education and research.
2. To enhance education on intellectual property universally and intellectual property attainment of high-tech innovators.
3. To strengthen moral building in academic circle and forge a decent campus culture that shows respect to people’ intellectual property rights.
